Interoperability

Do you have an existing team in the Nation's Capital Region that would like to partner with others for combined synergies?

Our Regional REACT Consortium functions as an informal multi state interoperability clearinghouse that brings together REACT teams who want to collaborate, train, and operate as a unified regional force. While we follow the spirit of REACT International's council structure, we are not a State Council, and we do not have separate officers, collect dues or impose financial or other obligations on participating teams.

What Traditional State Councils Do How Our Consortium Differs

REACT State Councils exist to support teams within a single state. While most are defunct (click HERE to see list), their bylaws typically authorized them to:

  • Coordinate communication and training: Support teams in a shared geographic area with unified training and information flow.
  • Hold regular meetings and elect officers: Provide structured leadership and representation for member teams.
  • Support REACT Internationals objectives: Maintain liaison with headquarters and carry out directives of the Board of Directors.
  • Assist in forming new teams: Help organize, mentor, and launch new REACT teams within the state.
  • Provide advisory input on charters: Offer recommendations on new team applications and potential revocations, while REACT International retains final authority.
  • Maintain budgets and financial accountability: Submit annual budgets for reimbursement and ensure audited financial records.

Because our operational footprint spans multiple states, we operate as a regional interoperability and cross-boundry consortium as follows:

  • Multi-state scope: Support teams across state lines, enabling broader coordination than a traditional council.
  • No officers, dues or fees: Participation is free; we do not collect money or require financial commitments from members or teams.
  • Support for legacy teams: Welcome and assist teams with expired or revoked charters that still want to serve their communities.
  • Resource sharing: Facilitate exchange of equipment, personnel, and capabilities to strengthen regional readiness.
  • Interoperability partnerships: Help establish cooperative agreements, including Memorandums of Understanding (MOUs) with agencies and partner organizations.
  • Operational collaboration: Provide a platform to coordinate deployments, exercises, and large-scale events across jurisdictions.
